Microsoft is reporting that they have resolved these issues and UMass Lowell IT is no longer seeing any impact. IT will continue to monitor these Microsoft services to ensure continued availability.

Update
Microsoft continues to work on this issue, which is affecting customers around the globe. While things have improved over the day, they have not fully resolved. Microsoft's latest update is below:
"We identified a change in the environment that resulted in an influx in request retries routed through affected servers. Our optimizations, which enhanced the infrastructure's processing capabilities, continue to provide incremental relief. We're monitoring the service and continuing our work to perform any follow-up actions or opening additional workstreams needed to fully resolve the problem.
"We understand the significant impact of this event to your organization, we're treating this issue with the highest priority, and we're working to provide relief as soon as possible."
IT is continuing to monitor, and will post another update at 8:30 AM EST tomorrow (November 26) or sooner if the status changes.

Microsoft's remediation has not been entirely successful. They are now attempting to segment off the affected infrastructure and send requests only to healthy servers. It's unclear on how long this process will take.
IT's next update will be 4:30 PM or if there is a status change.

As of 11:30 AM EST, Microsoft has a fix for this issue identified and is actively deploying it across their environment. Microsoft's most recent update is below:
The fix which is addressing impact is continuing to deploy and has now reached 98 percent of the affected environment. Regarding recovery, we've encountered delays in our targeted restarts; however, we're identifying alternative options to expedite recovery of the affected infrastructure.
IT is continuing to monitor the situation. We will update again at 1 PM EST or earlier if there is a status change.

Investigating
Microsoft has identified a variety of issues which may be impacting Outlook (both web and desktop clients), Teams, and other Microsoft 365 services. This is a partial outage identified by Microsoft, and Microsoft is actively working on a solution. IT is monitoring the situation and will update this space as more information becomes available.
